The Client (BIM UK) provides Project Assurance and Contract Management for Yorkshire Water’s AMP7 Framework and AMP6 Overhang.
The service provided by Phoenix included Contract Management and Administration on NEC4 contracts between Yorkshire Water and their various Delivery Partners. This involved reviewing and preparing recommendations for contracts drafted by Yorkshire Water Project Managers, preparing ITT documents and reviewing compensation events (CE’s) to provide project manager approvals (PMA’s).
While working on the Civils Framework we were responsible for setting up a suit of ground investigation Contracts which allowed the Yorkshire Water to quickly issue small value high volume works. The benefits of this protected Yorkshire Water contractually as well as providing a robust and quick mechanism to instruct ground investigation works to two of their Delivery Partners.
In addition to this we volunteered to be the team lead for managing and reviewing CE’s on the Civils Framework with the works migrating from a central team to the local civils team. This involved allocating who was responsible for the CE’s once they were submitted and regularly ensuring that they were closed within the correct timeframe.
Another area in which value was added to Yorkshire Water was through the production of a guidance paper on mini-competition as a form of procurement under the Civils Framework. The paper identified the benefits/reasons to utilise a mini-competition, which included quicker timescales, meeting regulation dates, sufficient number of Delivery Partners for a competitive tender and a decreased volume of work since Framework Procurement. The paper was circulated amongst Yorkshire Waters SPM team in Civils as well as the Commercial and Contract Manager.
